Tora: A planet kept off the space-time Continuum grid-and for good reason. Tora is a Level 10 security world … a planetary prison for one unique criminal. It's a pre-industrial planet no one enters or leaves without special permission, save those Continuum wardens who check on the prisoner and help maintain the delicate balance between cultures that continually clash with one another. When unworldly foul play erupts in the Napoleonic setting of Weirawind City, haven of the Flaxon culture, the crime triggers major concerns for Continuum off-world authorities. Wardens Uniss and Dogg are sent to investigate. The wardens are most concerned about the crime's connection to the planet's mysterious prisoner-a being whom none of the world's races have any knowledge of because the Evercycle Council damned him to have his atoms scattered on the Toran winds for eternity.
