Rocer Penal Colony needs to come back under the control of the Confederation of Planets, so the Confed has sent in ten young men and women to establish authority, using any necessary force. Seven thousand hardened criminals are on the loose on the almost-uninhabitable world known as Rocer. What do you call human beings that are the toughest of the tough? Meanest of the mean?
