This strategic plan is one of the most important tools we will use to chart our course of action for fiscal year (FY) 2009-14. It is designed to guide the strategic planning efforts of the various offices and programs within CBP, enabling the development of effective strategies and establishment of key priorities needed to achieve our mission and improve organizational performance. In accordance with the Government Performance and Results Act (GPRA) requirements, CBP will update this plan every 3 years. Internally, however, we will review this document annually to ensure that it continues to be relevant in our ever-changing environment. This plan is the foundation of an overall framework that links agency strategic planning to the resource allocation process. The Strategic Management Framework-a process we will use to implement our plan-will keep CBP priorities aligned, linking programs and operations to performance measures, mission-critical goals, resource priorities, and strategic objectives. I endorse this flexible, comprehensive approach with complete confidence that it will enable us to better fulfill our mission and ultimately secure and protect the Nation's borders. Less
