The proposal suggests that upstream pumping of excess water runoff can solve water shortages, reduce the need for dams, and balance industrial and ecological concerns. A brief preface states the purpose. Chapter 1 describes the infrastructure and techniques of using waterpower within rivers to pump water upstream to be stored in aquifers. Chapter 2 justifies the great public works project in terms of the human parameters. The Archimedes Screw has some use in the scheme. I suggest that the water storage system is worthy of Archimedes' many schemes, and is more valuable to ultimate human prosperity.
